from the bacolod city airport take a cab go south to punta taytay which should take around 15mins. and cost you 70pesos. this area has around five resorts and the first resort is named villarosa
wind is from 10-25kts. and if it comes from the north beam reach is parallel to shore all the way from villarosa to the other local resorts. if the wind is northeast the usual trade winds it'll be side onshore
any tide below .4 exposes the sand but walk upwind about 100mtrs. and you should be able to kite in knee deep waters till deep however if you don't like trudging just go 4 resorts downwind to rojas resort, water here is deep however a bit wavy for the beginner to intermediate. water is flat to left of resort lagoon then becomes choppy to swell depending on wind speed and strength. a lot of oyster beds you would like to avoid but without them you wouldn't learn to edge upwind a bit which is a perequisite for sailing or kiting to get back where you came from anyhows. water is silty then turns green then greenish blue. 95% of area is sandy bottom. area has canteen for food and drinks and rigging area. local boys can be tipped for 20p to help you out. shower is bought by the bucket for 3pesos..
